Critical EM Roles Countering Terrorism

What is the most critical (or potentially most valuable) role that an Emergency Manager can perform in countering terrorism?

Often, Emergency Managers find their activities centered in the Preparedness and / or Response phases of EM. In those phases, or in other settings, how can EM expertise be best applied against the challenges of terrorism?
